What it is
The submissive cannot begin ordinary conversation whenever they choose. Before commenting, asking a question, or raising a new topic, they must first request permission from the Dominant. Permission may cover one statement or a longer exchange. Unlike Speak Only When Addressed, the sub still has a way to initiate conversation. The defining restriction is that ordinary speech begins only after the Dominant agrees to hear it.
What makes it punishing
The sub has to interrupt a behavior that normally takes no thought. Every urge to speak becomes a small moment of restraint followed by a request. That can feel humbling because even an ordinary comment is no longer theirs to make automatically. They must first wait for the Dom's decision.
